The unexpected death of a blue-collar worker and former activist draws his daughter into a political intrigue. Meanwhile, Mayor Chou is clearing up obstacles in his race for the presidency, while Lee, the third squad leader of Criminal Investigation Division, attempts to solve the case to gain political leverage. The entanglements among the four drive them to the heart of an intricate power game.

The film tells the story of the revolutionary relationship of Huey P. Newton and Bobby Seale, who founded the Black Panthers originally to protest police brutality against African Americans.

A martial arts expert who runs a dojo for under-privileged kids from a dilapidated warehouse is shaken down by gangsters demanding protection money. Then when one of his students is gunned down in the street by the gang, he swears revenge. Meanwhile the gang leader is setting up a death match between the best fighters and is forcing a former trainer to find a new champion by threatening his granddaughter.

An unsuspecting student thinks that the wife of an arms dealer is unhappy, but in reality she appears as cynical as her capitalist man.

The late Irish hero fireman's (Lefty) charming son William M. "Billy" Dylan (25) is elected as independent, youngest Massachusettes state representative. He joins the Democrats, Congress seat Beacon Hill's legendary rooster, House speaker Charles T. "Chick" Mudoon, who trusts the customary campaign debt check will reel the rookie in as another meek party soldier. However the naive, naturally noble new boy, who doesn't hesitate to single-handedly fight off two skinhead gay-bashers, has and follows his own conscience. He defeats Muldoon's dodgy attempts to prevent a congressional committee investigating state police school cadet abuse, which would compromise his deputy, majority leader Spanky Reardon. It seems Muldoon's revenged when Dylan gets framed for the alleged violent abuse of a two-faced congressional aid. However, there's a more devious, ambitious plot behind two abuse cases and a staged corrupt payment for a memorial hospital wing.
